Ministry of Transport proposes to extend using period of railway locomotives, carriages

HÀ NỘI — The Ministry of Transport (MoT) is collecting opinions on a draft decree on the expiry date of railway locomotives and carriages, in which it is proposed to use out-of-date railway vehicles until the end of  二0 三0.

Decree No  六 五, issued in  二0 一 八, stated that locomotives and passenger wagons be used for at most  四0 years, and freight wagons be used for a maximum of  四 五 years. The schedule started in  二0 二0.

However, due to the COVID- 一 九 pandemic, railway transport activities were delayed and the Việt Nam Railway (VNR)’s work faced many delays and obstacles.

To remove difficulties for the company, the Government last year issued Decree No 0 一 to extend the expiry date of railway vehicles from December  三 一,  二0 二0, to the end of this year.

On the other hand, the VNR’s report showed that the railway sector currently has about  一 四0 locomotives that have been used for more than  四0 years but still work well.

For example, there are  三 一 American D 九E locomotives built in  一 九 六 三;  一 六 Belgian D 一 八E locomotives built in  一 九 八 三; and  三0 Chinese D 一0H locomotives made in  一 九 七 八,  一 九 七 九,  一 九 八 三 and  一 九 八 四.

Regarding wagons, the VNR has more than  一, 四00 freight ones and  一 六 八 passenger ones that have been used for more than  四0 years and about  五 九0 freight ones and  一00 passenger ones have been used for  三0- 四0 years.

If implementing regulations, the VNR believes that by December  三 一,  二0 二 五, the railway sector will have to stop using about  一 一 四 locomotives,  一, 四 七 二 freight carriages and  一 六 八 passenger carriages.

The MoT directed the Việt Nam Railways Authority and concerned agencies to compile a draft decree amending and supplementing Decree  六 五 issued in  二0 一 八 and Decree No 0 一 issued in  二0 二 二.

The draft decree will extend the use period of railway vehicles to  二0 二 七 or  二0 三0 to take advantage of out-of-date railway vehicles but still ensure quality and safety. — VNS
